Regulation (EC) No 1228/2003 concerns conditions for access to the network for cross-border exchanges in electricity. Under that Regulation, the European Commission is required to establish guidelines specifying details of the procedure and methodology to be applied in the inter-transmission system operator compensation mechanism and appropriate rules leading to a progressive harmonisation of the setting of charges under national tariff systems. In that context, guidelines both for an inter-transmission system operator compensation mechanism and for a common regulatory approach to transmission charging are annexed to this Regulation. It enters into force on 23 September 2010 and expires on 2 March 2011. | |
